The central contradiction

The dossier's framing invites an over-unity reading, but its own primary voice and its own collaborator deny measurable over-unity. Bedini states that "back EMF" is a patent-office term rather than the real mechanism, and describes the effect as Radiant Reactive Power — voltage spikes without current. Lindemann states that there is no meterable over-unity. Alek's COP estimate of ~0.85 points below unity.

Against these, DMBoss1021 and Butler assert over-unity or Primary Energy effects, and the dossier's framing and some replicator reports invite the same reading. GeoM and other forum participants insist no self-runner has been shown.

The measurement problem

The dossier's own forum thread identifies the correct test — a full energy balance comparing real-power draw against primary discharge (Real-Power Draw vs. Primary Discharge as a COP Test) — and never performs it. The "12 to 1 charging factor" test omits motor work and input energy, so it cannot support a COP claim in either direction. The capacitor-energy method (Capacitor-Energy Output Measurement) is proposed but not carried out.

What would settle the question

An instrumented energy balance on a single device, measuring total input energy from the primary source and total useful output energy (mechanical work plus energy stored in the receiving battery), over a defined interval. No such measurement appears in the dossier.
