"Real-power draw versus primary discharge" is the measurement standard argued by GeoM in the OtherPower.com forum thread reproduced in the source archive Bedini dossier.
The standard
Under this standard, the only valid test of a Bedini Motor/Generator/Charger is to compare the real power drawn by the load (or the energy delivered to the receiving battery) against the energy discharged from the primary battery. GeoM argues that the capacitor is the only energy route to the receiving battery, so the capacitor-energy method (Capacitor-Energy Output Measurement) and the real-power method should agree if both are done correctly.
Why it matters
GeoM notes that no self-running motor has been demonstrated and raises the question of where the energy would come from. His position is the dossier's clearest statement that the claimed effect must be tested by a full energy balance — and that no participant in the dossier performs one.
The dossier's separate October 13, 2000 battery test, which reports a "12 to 1 charging factor," does not meet this standard: it omits the mechanical work done by the motor and the total input energy drawn from the primary.
