Chris Carter's Science and Psychic Phenomena: The Fall of the House of Skeptics is a polemical survey of the long dispute over psychic phenomena, written from the position that the experimental case for psi is strong and that resistance to it is driven less by data than by worldview. The book carries a foreword by Rupert Sheldrake, who frames the controversy as one of the most durable fault lines in science and philosophy and argues that the passions involved are disproportionate to the phenomena under dispute. Carter's project is not to run new experiments but to assemble the historical record, the statistical assessments of others, and — most distinctively — the admissions of prominent skeptics themselves.
The three-question structure
The book is organized around three questions, each forming a section. The first asks whether there is conclusive experimental evidence for psi. The second asks whether the existence of psi would contradict established science. The third asks whether parapsychology is a science at all. The chapters under the first question cover the early years of organized psychical research, psychokinesis, telepathy, the ganzfeld controversy, and research conducted by skeptics themselves. The second question's chapters trace the roots of disbelief, contrast modern with classical science, examine the "extraordinary claims" rule, consider psi in relation to physics, and gesture toward a new worldview. The third question's chapters address what Carter calls the impoverished state of skepticism, the nature of science, parapsychology's scientific status, Hume's argument, and paradigms.
The historical frame: the meteorite analogy
Carter opens with an episode from 1772, when the French Academy of Science convened a committee to examine reports of stones falling from the sky. The committee, he reports, concluded that no such thing occurs, since there are no stones in the sky to fall; the reports must arise from delusion, from stones heated after the fact, or from other ordinary causes. Carter uses this as his governing analogy: a learned body can reason correctly from its accepted premises and still be wrong about a phenomenon, and establishment rejection is therefore not evidence of non-existence. He extends the point to continental drift and to quantum mechanics, both of which were once treated as extraordinary and are now ordinary.
The book also situates psi research historically. It marks February 1882, when the Society for Psychical Research was founded in London, as a milestone, noting that its early membership included distinguished scholars and scientists of the late Victorian era. This institutional history is presented as context for why the present controversies take the shape they do.
The evidence question and the skeptics' own concessions
Carter's strongest rhetorical material is a set of quotations from named skeptics. He sets two 1995 statements against each other: Victor Stenger's assertion that psychic phenomena have failed verification across a century and a half of thousands of experiments, and statistician Jessica Utts's assessment that, by the standards applied in any other area of science, psychic functioning is well established and the statistical results far exceed chance. Carter treats Utts's conclusion as the serious statistical position and Stenger's as the assertion it must answer.
He then turns to admissions made by skeptics themselves. The psychologist Donald Hebb, writing in 1951, conceded that the evidence offered by Rhine would have convinced the field on almost any other issue, and stated plainly that his own rejection of ESP rested on its failure to make sense within his physical and physiological criteria — describing that rejection, in his own words, as prejudice in the literal sense. George Price, writing in 1955, granted that believers in psychic phenomena had won a decisive victory through careful experimentation and intelligent argumentation, with mathematical procedures approved by leading statisticians, and then argued that because ESP is incompatible with current scientific theory it should nonetheless be rejected, with the remaining results attributed to clerical and statistical error, sensory cues, fraud, or abnormal mental conditions. Carter reads these two passages as an admission that, in a field less threatening to a seventeenth-century worldview, the data would have settled the matter by 1950.
More recent material is handled the same way. Carter reports that Ray Hyman, described as an archskeptic, has run out of plausible counterexplanations for the results of automated experiments yet remains undiscouraged, and quotes Hyman's observation that if Utts's conclusion were correct, the fundamental principles guiding science since Galileo and Newton would need drastic revision. Carter also recounts Sheldrake's 2007 filmed debate with Richard Dawkins for the television program Enemies of Reason, in which Dawkins invoked the maxim that extraordinary claims require extraordinary evidence and dismissed the research without detail, while Sheldrake replied that what counts as extraordinary is itself the question, noting how commonly people report telepathic experiences, particularly around telephone calls.
The "extraordinary claims" critique
The maxim that extraordinary claims require extraordinary evidence is, on Carter's account, a useful rule of thumb with no objective content. He argues that there are no settled criteria for what makes a claim extraordinary or what would count as extraordinary evidence, and that the boundary moves as theories change — meteorites, continental drift, and quantum mechanics all having crossed from extraordinary to ordinary. What makes psi claims extraordinary to skeptics, he contends, is specifically their supposed inconsistency with modern science, and this belief, more than any other factor, explains why the best recent evidence is not accepted as conclusive even when counterexplanations have run out. He also quotes Sharon Begley's 1996 Newsweek piece contrasting claims about alien landings, which would not violate any law of nature, with telepathy and psychokinesis, which she says are credible only if centuries of established science are ignored.
The demarcation question
The third section moves from evidence to philosophy of science. Carter examines what he calls the impoverished state of skepticism, the nature of science, the scientific status of parapsychology, Hume's argument as revisited, and the role of paradigms. The thrust is that the dispute is not purely empirical: the quoted skeptics who concede the evidence while rejecting the conclusion demonstrate that theoretical compatibility, not data, is doing the decisive work. Sheldrake's foreword supplies the framing vocabulary, distinguishing the healthy methodological skepticism on which science depends from a belief-based skepticism that treats psychic phenomena as impossible in principle and therefore treats any positive evidence as necessarily the product of error, wishful thinking, self-delusion, or fraud. Sheldrake also describes a professional taboo: many scientists, he says, have private reasons to take psi seriously, whether from personal experience or that of people close to them, yet keep those interests quiet for fear of ridicule, while holding that evidence and research will ultimately decide the question.
Evidence quality and coverage limits
The available text is front matter, the foreword, the introduction, and the openings of chapters — not the experimental chapters themselves. The book's central evidential claims are therefore presented here as Carter presents them: as quotations from named skeptics embedded in an argument, not as primary data. No experimental protocols, sample sizes, or statistical analyses appear in the excerpt, so the strength of the underlying ganzfeld, telepathy, and psychokinesis literature cannot be assessed from this material. The absence of those details here is a limit of the excerpt, not a finding about the full book.
There is also an internal tension worth naming. Carter argues both that the evidence is strong and that skeptics reject it on worldview grounds; if any rejection can be explained as worldview, the argument risks becoming circular. The quoted skeptics, meanwhile, concede the evidence while rejecting the conclusion, which Carter uses as his strongest point but which also shows the dispute is not resolvable by evidence alone. The reality of psi is asserted within Carter's and Sheldrake's framework; the concessions belong to Hebb, Price, Hyman, and Stenger respectively, and should not be generalized into a single skeptical position. Utts's statistical conclusion is hers, not Carter's, and Hyman's concession is his own.
