Dr. H. (Heinz) Frohlich worked with Hans Coler from 1 April to 25 September 1943 under Oberaurat Seysen, directing the O.K.M. (Oberkommando der Marine) investigation of Coler's apparatus. He was convinced of the phenomenon. The dossier records that he later transferred to B.M.W. and was subsequently working in Moscow.
The opening/closing impulse experiments
Frohlich's experiments, described in Coler's 1943 statement (Appendix V of BIOS Final Report No. 1043), used a 1:1 transformer, an iron-free flat-coil inductor, a Bosch ignition-magnet interrupter at 100 Hz, a reversible rectifier, a hot-wire ammeter and a thermopile. Coler claims a "clear proof" that the opening (intake) impulse carries more energy than the closing impulse — about 50% by thermal measurement and about 10% by planimetric measurement of Siemens loop-oscillograph traces. Coler argues that the smaller oscillographic figure is explained by instrument lag.
Assessment in the source
The 1943 statement also records that success in starting the apparatus depended on a "happy accident," and that the newly developed apparatus could not be made to work because of its complexity. The BIOS team's 1946 tests obtained only small, transient tensions (450 mV and 60 mV) from the Magnetstromapparat and could not explain them, which does not support the assertion of a proven energy difference. Whether the claimed opening/closing impulse energy difference is a real effect or an artifact of instrument lag remains contested within the report itself.
